Mexico is not one labor market. Monterrey, Guadalajara, Tijuana, Querétaro and Mexico City each have distinct wage levels, talent depth, competitor density and attrition behaviour. A staffing strategy that ignores that produces offers that get declined and early attrition you did not plan for.

The second variable is structure. Since the 2021 labor reform, how a worker is engaged matters as much as who they are. Sourcing and screening candidates, managing offers and onboarding, and, where the workers are employed by the agency, payroll, IMSS enrolment, statutory benefits and workforce administration for the duration of the assignment.

Is temporary staffing legal in Mexico?+

Personnel subcontracting of a company's core activity was prohibited by the 2021 labor reform. Specialized services that are not part of the client's core corporate purpose remain permitted and must be delivered by a provider with applicable REPSE registration. We structure engagements to that distinction rather than around it.
